Promoting Democracy Under Electoral Authoritarianism: Evidence From Cambodia

After many decades and billions of dollars spent, the effects foreign democracy promotion interventions remain poorly understood, particularly in authoritarian contexts. Do these external contribute to building blocks democratization democratic consolidation under autocracy? potential contributions come at cost bolstering autocrats’ credibility? This article presents a randomized study program undertaken by prominent international non-governmental organization (INGO) rural Cambodia, which elected parliamentarians from multiple political parties interacted with constituents. The intervention had relatively large on individuals’ knowledge about politics self-reported engagement but, crucially, did not give citizens increased confidence Cambodia’s “democracy,” suggesting role for without whitewashing nature Cambodian politics. Overall, results suggest that authoritarianism can foster more engaged informed citizenry lending undue credibility an system.
